Arizona Chamber statement on veto of HB 4115

Arizona Chamber of Commerce & Industry | Mar 13, 2026

"Arizona had a chance with HB 4115 to bring real transparency to how out-of-state groups use the initiative process to steamroll local elected officials and undermine decision making. For years, we've heard cries for transparency, but apparently that only applies to how our local business community engages in politics — it doesn't apply to out-of-state groups that want to reshape Arizona or kill jobs.

"We're disappointed by today's veto. The bill did something simple and hard to argue with: it applied the same requirements for paid and out-of-state circulators to local ballot initiatives that already govern the state process. Same rules, every level.

"Bottom line: Voters deserve to know who is behind an initiative, this bill would have made sure they do.

"Our thanks to Speaker Steve Montenegro and Sen. T.J. Shope for their leadership getting it here. We will continue to fight for common sense policies that Arizona voters overwhelmingly support."
